wget patch download errors on some servers

I have been using wget for a long time. It always works like a charm.  About a year ago, it stopped working on some of my servers. it's random.

Now it is not working on more and more servers.  It works and doesn't work on two different servers that have the same OS and the same openssl version.  The servers that have the OS updated work


There are 3 different errors.

1. openssl error.  For that issue, the openssl is version 1.0.0-fips 29 Mar 2010. It's never going to work, find a different server. If you know how to fix, let me know.

2. HTTP request sent, awaiting response... 401 Unauthorized  - hangs - It is waiting for you to enter a password but does not prompt for the password.  Enter a password. it will continue. The openssl is a new version.
