Upgrading to 19c ORA-04023: Object SYS.STANDARD could not be validated or authorized

Hi All

Im running on an ODA X7-2M with OS Oracle Linux 7.7 and DB 19.5.0.0.

Im trying to upgrade my DB from 12.1.0.2.180417, I perform the restore by RMAN successfully, the DB startup upgrade is successfully too.

When I perform "$ORACLE_HOME/perl/bin/perl catctl.pl -n 4 catupgrd.sql" I am getting "ORA-04023: Object SYS.STANDARD could not be validated or authorized"
