Excel Template Works in BI Publisher Desktop But Not From EBS

I've created an Excel template file and using the BI Publisher plug-in I load my data using Sample XML button and then click Excel and it successfully outputs into a new Excel sheet.

However, when I try to run it using my concurrent program that generates XML, the program completes with a WARNING status and the post processor log has the following:

Template code: XXSEC_COLLLTR_REPORT

Template app: XXSEC Language: en Territory: 00

Output type: EXCEL

[3/6/20 11:21:40 AM] [154366:RT34800777] Output file was found but is zero sized - Deleted

[3/6/20 11:21:40 AM] [UNEXPECTED] [154366:RT34800777] java.lang.ArrayIndexOutOfBoundsException: 1

at oracle.apps.xdo.template.excel.object.SheetObject.addComponent(SheetObject.java:160)
