ASO date-time dimension

I am trying to learn the basics of ASO.

One of the interesting features is the Date-Time dimension.

Per Admin Guide https://docs.oracle.com/cd/E12825_01/epm.111/esb_dbag/frameset.htm?atimedate.htm :

...... Administration Services provides the powerful Create Date-Time Dimension wizard for quick date-time dimension setup based on special calendars ..... Date-time dimensions have a rigid structure and are not easily modified once they are created.

Since I do not have  Administration Services on PBCS, how do I go about to create this? I went to Calc Mgr>Database properties but I do not see the Date-Time dimension wizard.
