Can we use iSetup to migrate all the HRMS configurations?

Hello, does any one use iSetup to migrate all the HRMS configurations?

We have been trying to do on R1228, but 4 of 6 templates failed when try to extract using isetup., only employee and General Foundation work with the vision dara,

it will be very appreciated if any one can conform if this migration tool will work for HRMS or now. thanks.
