Latest 12C database patch

This question is regarding patching 12.2.0.1 database.  I've applied Bundle Patch 30150416 (12.2.0.1.191015) as recommended by Patch Adviser.  It is my understanding that the latest is Bundle Patch 30446296 (2.2.0.1.200114).  I'm wondering why the Recommended Patch Adviser is not listing the 30446296 patch.
