TFA daemon using lots of CPU

Hello,

We are running latest version 18.8 on two separate X7-HA appliances.

I am noticing that the TFA java daemon (running /opt/oracle/dcs/oracle.ahf/jre/bin/java) often jumps to the top of top's process list, sometimes consuming over 100% CPU.  For those of us who cannot afford to license all the cores on the system, this becomes even more of a concern.  Can anyone tell me more about why it needs to be running this hard all the time?
