Error with Test File Code on Manifest File

We're getting an error when doing the ACA Transmission File Upload on the IRS site:

"[TPE1130] Our system has detected an error with the Test File Code of your Manifest file. Please check the file and try again. Please note that the Test File Code value of 'T' is used for AATS transmissions and the Test File Code valued 'P' is used for transmissions intended for IRS compliance processing."

I've double- and triple-checked that it's "P" in the Manifest file...

<TestFileCd>P</TestFileCd>

Note: we've submitted successfully for the last 5 years, and have not tested since the first year. What could be going on?
