19c RAC instance is down yet shows a up and won't restart

The title says pretty much everything

19c RAC I have two instances.

One of the instance is down yet shows a up and won't restart. I tried stopping and starting and didn't work. Is there a way to resync the cluster without shutting it down?

Two instances

19c RAC 19.4.0.0.0

Linux 7

When I try to start I get an error say it is already started

[oracle@ot1dvdbs002p ~]$ srvctl start instance -d OT1QA91 -i OT1QA912

PRCC-1015 : OT1QA91 was already running on ot1dvdbs002p

PRCR-1004 : Resource ora.ot1qa91.db is already running

When I try to stop I get an error
