PBCS data load using Data Management

Referring to PBCS:

I know for a fact in the past, I could load a flat file via Data Management using Data Load Rule.

Did that function get taken away? Data Management now only does integration with Source systems?

Currently, it appears that flat files data load is done via the Import Data function in Applications>Overview.

With the previous method, I could import columns that map source data to planning data. How can I do this in PBCS?
