Want to use WebADI for pre-approved expenditure batches - R12.1.3

We want to use WebADI for Projects Pre-approved batches where user can enter expenses in Spreadsheet and interface/upload to Project costing.  But I am not able to find the suggested function "Projects: Spreadsheet Expenditure Entry" In our instance.  Can you please suggest if we need to apply any patch to have this function. We are on R 12.1.3
