Outbound Inventory Management for Supplier Consigned Inventory

JD Edwards EnterpriseOne Applications Outbound Inventory Management Implementation Guide says "JD Edwards EnterpriseOne supports both customer and supplier owned vendor managed inventory. Supplier owned vendor managed inventory business process works similar to consigned inventory."

However as per, E1: 42I: Outbound Inventory Management for Consigned Inventory (Doc ID 2194927.2)

Note: The Outbound Inventory Management solution supports the sell side (supplier side) of the business to track and manage inventory shipped outbound to customers' locations and hence the name Outbound Inventory Management.

Can Outbound Inventory Management be configured for Procurement side (Supplier owned Consigned Inventory) for scenario below ?

Company A receives purchased items for resale into it's Branch/Plant. This is vendor owned product that company A  does not wish to show any inventory value, however needs visibility to this product in it's warehouse in the event that demand is received via sales order.  So Company A wishes to consume the product in it's warehouse as opposed to reordering. This product will need to be displayed as available in F41021, likely driven by a back-order trigger point, thus it can be hard committed and consumed on a Sales Order when needed.
