Extremely High CPU Usage by ASR Java process

In the past week I have encountered two occurrences of the ASR java process going crazy and consuming massive amounts of CPU.

This was on a ODA X6-2L and a ODA X7-2M both running 18.7 ODA release.

You can see in the output below the process consuming 4845% CPU
