Failed to Create Sales Order:ONTONT_INVALID_REQUESTNACTION

We are trying to interface third application and import Sales order at entered status. We haven't faced must issue while interface till last week when business requested to move all the open orders in to EBS. When we tried to import the Open orders, for few items SO didnt get created and got the message like  Failed to Create Sales Order:ONTONT_INVALID_REQUESTNACTION.

Im unable to find the cause of this error message. Can any one help me out and do the needful.
