Century: 1900s or 2000s?

Where is this stored? I seem to recall a setting where you say that dates earlier than this are considered 1900s and dates after this are considered 2000s.

I'm seeing some odd stuff and I want to see if someone changed something.

So a date like 12/31/30 is considered 1930 but 12/31/40 is considered 2040.
