How to customize error message in EBSR12 Login page

Hi,

we are implementing SSO for EBS R12,1,3. changed profile for "Applications SSO Login Types: " as SSO at site level. some people still trying to login AppsLocalLogin.jsp url and getting below error as expected. we want to customize the error message. i am unable to find the source of message coming from. please help me in this.
