Index creation during import

Hello,  I'm doing an upgrade from from Oracle 11.2.0.4 SE to Oracle 12.2.0.1 SE using the export/import method.  The new server is a vm running LINUX 4.1.12-124.34.1.el7uek.x86_64 #2 SMP Tue Dec 3 16:33:43 PST 2019 x86_64 x86_64 x86_64 GNU/Linux.  The server has 32G of RAM.  If I bounce the server and run the import the it takes about 60 minutes to import the data.  If I then drop the users and run the import again it can jump up to 5 1/2 hrs for the import to complete.  The increase in time comes from the indexes being created.  I monitor
