How to upgrade to Solaris 11.3 SRU23?

My goal is to upgrade from Solaris 11.3 to 11.4 for MySQL 8.0.19 installation. Following the document it says I must first upgrade to Solaris 11.3 SRU23

Check configured publishers.

Ensure that the configured publishers provide Oracle Solaris 11.3 SRU 23 or a newer Oracle Solaris 11.3 SRU. The following command lists all Oracle Solaris 11.3 SRUs that are available from the publishers that are configured on the system:

But my publisher does not have that version

# pkg list -af entire@0.5.11-0.175.3

And attempts to update to the latest gives cert signing error
