JD Edwards Workflow - EESTSCHG - Serial Number (SERK)

Does anyone understand the relationship of the Serial Number Key Value (SERK) located in the F98865 value? When we start the EESTSCHG workflow those value are all zero. Therefore, no matter what is in the F05842 (Employee Supervisor Approval History) table is written over with the zero's located in the F98865.

I don't know if there's a piece of setup missing, but I can't locate what the system is using to insert the F98665 records. I can see them written in the debug log, but I unfortunately can't find the relationship to how they are written.

Any information would be much appreciated.
