Grant Budget Plan Not Active

We are trying to Finalize an adjustment to a grant budget through the PC_BUD_DETAIL2 page.  When we click Finalize we get the following message:  Budget Plan 1 is not active (13100,527).  Is there a way to activate a Budget Plan?
