Custom Savings Plan for Long Term Incentive in Base Benefits

I am new to peoplesoft base benefits and payroll.

I have a requirement to create a long term incentive plan under the plan type  4M as savings plan. This benefit plan will be available for only 100 employees  where company will provide a one time non taxable flat amount of somewhere between 1000 to 5000$ only once in a year. Each employee may receive this amount at different months (Example: Employee A will receive the amount 2000$ in the month of the January and Employee B will receive the amount 3000$ in the month of February).
