Permissions for Direct Deposit - Need to Deactivate the Edit Account feature

Our company does not allow the employee to add/edit/delete direct deposits through self-service. The screen is view-only.

Prior to PUM 33, I had it set to read-only.  Something new must have come across .

Our employees can access the Direct Deposit (classic) screen as normal (through the payroll menu).  They can access the buttons on the screen (controlled and  disabled by PY_IC_DIR_DEP)

However...even with the permission change to PY_IC_DIR_DEP, the user can still  click on the account line item and have it open up for edit in a popup window.  I want the buttons on this popup to be inactive as well.
