R1213: How to create a Tax Determining Factors where we dont have any Create button in the form

Hi Guru's,

I have a requirement to add a Tax Determining Factors ?

As we have requirement of a Roll Out by referring existing OU, as we have eBtax Configuration at Operating Unit level, not i am trying to sync with existing config and we could find a User Tax Determining Factors as GGE OOS as below, now we need to create same for New OU but dont see any Create option to create Here, please guide me how to go ahead.
