AME For GL - Approval Group based on the Journal Amount

Dear Team

We are testing / Setting up AME for GL module. The business case is Journal should get approved based on the Approval Limit (0 to 1000, 1001 to 5000, & 5001 to 999999)

I am going through various links, pdf. I see there are two setup related to this.

1. Setup Approval limit for Approval (GL >> Setup >> Employee >> :Limit)

2. Setup conditions based on our requirements.

My question is

1. Do we need both setup to fulfill our requirement ? or any one will work ?

2. In any option above what will be our approval group ? Static or Dynamic ?

Can someone help me in this case ?
