How to get proper calculation based on entitlements slice begin date?

We are providing the entitlements based on Job action and action reason.

For New hires its working fine, For example if new hire is hired as of 07/01/2019 and absence calendar begin date is 06/24/2019 their entitlement start date(Slice begin date) is coming correct as 07/01/2019 this is correct. 

For annual entitlement purpose existing employees every year we add a new row like DTA/ENT to give the annual entitlements . For them we wanted to give from the date activity date like 07/01/2019. So job data we added ACTION AND ACTION REASON DTA/ENT with effdt  07/01/2019 and entitlements also given properly but slice begin date we expected to be given as 07/01/2019 but its coming as absence calendar begin date i.e 06/24/2019. This is causing the issues if any person do not have absences and took leave on 06/25/2019 we wanted to dock but as the entitlements gives slice
