Restrict Sales Order Quantity based on Forecast Quantity

Is there a functionality in JDE Sales Order Management which will restrict the Sales Order Quantity based on Forecast Quantity?

Due to current situation, for our customer, the demand for the product is exceeding the amount they have in stock. In order for them to manage the demand they are looking to restrict the amount of product the customer can order based on their forecast. In other word they want to cut customer orders if it exceeds their forecast.

Can this be achieved in JDE through some setups and processing options?
