Just loaded 12.2 ACA Phase II patch and getting error on output location for XML

I just loaded patch 30907850 for 12.2 ACA Phase II and tested it in a test instance issuing the concurrent request "Benefits ACA Transmission XML Generation Process".  I see the new parameter for Output Directory but nothing in the release notes about this.  I left it blank as well as input a folder location on our database server (where it used to export the files), and I am getting this error:

An Exception was encountered while trying to drop the Directory Object: ACA_OUT_DIR21951033 due to lack of DROP ANY DIRECTORY Privilege

Does anyone have information on this?   Thanks.
