Hard commit in Transfer Orders

Hi we are using 9.2.

We are seeing an issue that I cannot duplicate, so I thought I'd toss it out here.

Our pickers are calling us to say that they can't pick a line on an ST.  When we look closely, we notice that the line is hard committed COMM = H when it should not be...it hasn't yet been picked.

When I work with the user, here are the steps they are taking.

Line 1.000 for 500 pc shipping 6/1/20.

They have 200 ready now, so they manually split the line, creating line 1.000 at 300 and line 1.001 at 200. 

Yes, they key the line number in on the new line at 1.001.
