Can I open Pending Receiving from Cost Management responsibility?

I have a responsibility that uses the same sub-menu as Inventory Accounting Close, so I was thinking I should be able to click on pending button, and select the pending receiving and click open, but I get the error below.  The only difference I can find is that the responsibility is under the Cost Management application while Inventory is under the Inventory application.  Am I correct that this cannot be opened from the Cost Management application?
