How do I create a new Manifest file after checking Final Run?

How do I create a new manifest file after we have checked Final Run in the Create ACA XML process?  We were missing an object in the bac020.sqr and bacxmit.sqc which caused an IRS TPE error.  Which scenario do I use when I don't need to edit any data but I need to create a new 1094C manifest/request file.
