Is it possible to restrict values in one GL segment (ex: Project code), based on values in another G

We have a requirement to enforce using 'Project code' which is a segment in our GL string, IF the value in natural account is CIP.  I'm wondering if this can be setup through standard features such as security rules.  The issue we are having is that we get Invoices and POs coded to default Project code (zeros), when they should not be.  This results in reclass.

We are on R12.2.5
