Is there an API to create shipping networks between inventory organizations?

We have about currently 50 to 60 inventory organizations setup in the system. Every time a new inventory organization is created, shipping networks between all the existing orgs must be established in the system. And as we are growing this is going to become a bigger problem. Is there an API to create shipping networks between inventory organizations? I did search on metalink but did not get any clue. We are on the latest version 12.2.9.
