AWR Warnings

This is a 12.2 database patched thru Jan2020 PSU running on AIX.  I've been getting these warnings in most of the AWR reports:

Warnings -------- The optimal memory target for the instance could not be determined because of incomplete AWR snapshots.

I have reduced to top sql to 30 and the frequency of snapshots to 1 hr.  I have deleted orphaned rows from sysaux but i the warning persists.

Any suggestions?
