Format Payment Instruction Performance

in Payables and Cash Management - EBS (MOSC) Question

We have occasions where the 'Format Payment Instruction' concurrent request starts but then it does not actually process anything for an extended time. In the log, I see this:

So the concurrent request starts but the job did not process anything for 12 minutes. Is there a lock that is holding it up? What is the job in conflict with and is there any way to improve perforrnance?
