R098201 - annual close, even after I run the annual close it doesnt create a record in F0902

i checked the processing options and with the same setup it works for some accounts and doesnt work for some account. Please could you help. I require this as my JSI doesnt relieve the OC commitments amounts because we do not have that Fiscal year record in F0902. please help...thanks
