How to force TLS 1.2 for SMTP on BI Publisher 11 running on Windows

Hi all, we have a standalone BI Publisher 11.1.1.9.0  (build:20180507.1440) server running on Windows. We have configured the server to send email alerts and deliver reports via an SMTP connection to our Office 365 Exchange server. Microsoft has announced they will only allow TLS 1.2 connections to SMTP sometime in Jun of 2020 and we'd like to configure our BI Publisher server to use TLS 1.2 ahead of that change.

We can see in the mail message details that the BI Publisher server is connecting using TLS 1.0.
