Bug 31056940 : VERTEX JAN 2020 CANADIAN UPDATE USING TIERED FEDERAL PERSONAL AMOUNT

Can anyone provide some detail on this bug?  It seems as of late it is getting harder and harder to research bugs/issues. A bare minimum of detail is available on bugs and I am finding more and more often that there is no detailed info on reproducing the issue.
