How to Make "New Quote" button available

Hi All,

Following is the requirement .

1) User want that one should not create a new sales order but should create New QUOTE in a particular responsibility.

2) I have found that there is "Enquiry" responsibility * EXAMPLE : EEEXE  ...ENQUIRY OM " in which "New Order " button does not exits .

3) Now How to add "New Quote" button so that user can create new quote.
