Not able to add element of classfication SPBP Non Payment

We have setup a new element of classification SPBP Non Payment and setup a link as well. However on the element entry screen, we are not able to see this element. All the setups are correct and checked the data in backend tables as well. However this element does not show up in element name list of values on element entry screen.
