Our Construction Divisions have several Parent/Child jobs set up. Prior Year Dollars not populating

In the F5144 Table for Profit Recognition the Prior Year numbers are populating fine until a new child is added to an existing parent and the fiscal start date is different than the Parent fiscal year start date.  Has anyone else came across this issue? If so, what was the resolution?  We took ESU JN16966 but it did not fix the issue.  Been spinning my wheels on this since early last year.
