How Can we book time entry and cost across countries or business groups against same project created

Dear Experts,

We have a requirement from our client as below:-

1) Gather information at Group or HUB level, and create one project in one Business Group and access same project code across Business groups. As its same project being worked from employees of different Business group, so no need to create different project number/name, each Business group, from business point of view.,

2) And book Man Hours / Time across business groups/countries (in our case mostly one BG = One country), thereby allowing Allow people belong to different countries to book man hours for same project

3) Further, allow people in different business groups/countries to approve man hours booked in same project based on our designed project man hours workflow, (normally project manager), one level, in general.
