Federal Product GVT_POI_TBL (NFC DPR 1.170)

I am a developer with the NFC, a Federal agency.  We use the federal product, EMPOWHR, to service agencies & sub-agencies throughout the US government.  We are implementing EMPOWHR 9.2 and are trying to customize the delivered product as little as possible. 

On the delivered table, PS_GVT_POI_TBL, the GVT_SUB_AGENCY and COMPANY fields are search keys, but they need to be changed so that they are keys on the record.  Once these two fields are made keys on the record,

we will be able to load rows with the same POI,   but with different sub-agencies and companies.

 

We currently have PUM 33 installed and the table is not usable for a federal customer as delivered.
