How to create New sales order in Oracle EBS 12.2.9

I am using Oracle EBS 12.2.9. I Need to create new sales order. I have user with system administrator,oracle sales administrator role. I am not able to create new location or organization as gives error "oracle HR could not retrieve a value for the user type profile option,please it is set properly for responsibility". Let me know what responsibilities needs to be added for given user to create new order. Also I need access to financial module. What role/responsibility needs to be added.
