Required attatchment category , which has some fixed text and need to attatch automatically to Quota

Business required to have attachment category containing default note - text and will be available automatically on quotation header page.

Can you anyone guide in this case.

for e.g

When ever user create any new quotation,

Attachment category will be available automatically on quotation header form with default text.

Please guide
