ACA File Error - 'The Transmitter must be authorized to use the TCC within the 'UniqueTransmissionID

Hello,

We attempted to submit our ACA file yesterday and received the following error:

'The Transmitter must be authorized to use the TCC within the 'UniqueTransmissionID'. HEADER-004'

We had two employees sign up when we first applied for the TCC but one has since left. I signed up on the IRS e-services website where you have provide some financial information such as the last eight digits of a credit card. I was able to do that but have not been able to submit the ACA file.  I was not part of the original group who applied for the TCC.
