EBS R12.1.3 environment running on RH Linux rel 7 with seperate db and app tier (non-rac).

Running through guide 2580629.1 to upgrade an EBS 12.1.3 database from 12c to 19c and I'm getting an error now that I didn't get before.

Patch 30033914 - ** apply - 19c interoperability patch for Release 12.1.3

Basically I am trying to redo my whole process and now I am getting an error on like the first adpatch I am to apply.

Could it be because of the patching that was done last time and I need to clean up everything?

When I refresh my clone environment I usually just use rsync against $APPL_TOP but maybe $INST_TOP got updated and I need to start over by rebuilding the app tier?
