Setting up pay element for Families First Coronavirus Response Act (FFCRA)

Has anyone setup earnings elements for Families First Coronavirus Response Act (FFCRA)?  I have been trying to setup an element that will pay the earnings at 2/3 as the FFCRA directs.  I can get the element to pay the earnings at 2/3; however, the remaining 1/3 is left in Regular Salary.  The Element as defined does include Reduce Regular Yes in the Further Information. In the Formula I have set the reduce_reg_pay return value to be 100%; however, that does not seem to affect the Regular Salary balance. The Regular Salary is only being reduced by the actual Pay Value
