Entitlement Eligibility Subgroup

I need to give an entitlement to a subgroup of each of my Eligibility Groups. I want to give the entitlement to only employees that were active prior to March 1, 2020. Is there a way to do this based on a formula during processing or would I have to select Entitlement Type=Payee Lvl and assign the entitlement to hundreds of employees on the Assign Entitlements and Takes page?
