Absence Request page has empty data values for all fields

Scenario: An employee submitted an Absence Cancellation request via ESS, for an absence request that had not been approved yet by the manager. The manager received an email notification with a URL that contained the link to the details for the given Absence cancellation request.
When the manager clicked on the url, it took them to the Absence Request details page, where the page was missing the data values.
Is this a configuration issue or a possibly a known issue? we are on HCM 9.2 29
I did try looking for any prior reports of this, but could not find any.
