URL change if Store Rule not keeping the weblayout file

Hello Experts,

We are using the wcc version 12.2.1.3.0 and FIleStorgae is DBstorage in provider to keep the files in DB with below configuration via following the below document.

Scenario 1: If we are selecting the configuration, it's taking double space for native and webviewable file with below url as shown below.

Scenario 2: A storage rule is defined as File system only on the Storage Rule Name dialog and Is Webless File Store
